Zralý novorozenec se rodí s neukončeným vývojem nervové soustavy, nejsou rozvinuty funkce senzorické a jemná motorika. Základní funkční a stavební jednotka nervového systému - neuron - nemá ukončen vývoj výběžků, především dendritů, není ukončena myelinizace axonů. Probíhá prudký rozvoj synaptických spojů umožňující přenos informací v nervovém systému a na systém svalový. Probíhá diferenciace šedé a bílé hmoty mozkové. Vyvíjející se nervový systém je velmi citlivý jak na vlivy vnitřního prostředí (změny v těle matky a plodu) v údobí prenatálním, tak i na přistupující přímé faktory vnějšího prostředí v údobí perinatálním a postnatálním po porodu, které je časově ohraničeno uzávěrem hematoencefalické bariéry v prvním roce věku dítěte.
